[Bug 943502] [NEW] whois doesn't properly query .hr/.sx/.pe TLDs and incorrect format for whois.arin.net

Problem Description:
whois in oneiric can't query .hr/.sx/.pe TLDs. In addition the query format for ARIN is different than in precise.

Version affected:
Current Oneiric Version: 5.0.11ubuntu2

How to reproduce:
1) whois google.hr (works on precise, not on oneiric)
2) whois registry.sx google.com.pe
3) whois 74.125.113.102
   if we use this command in precise we see that whois adds "n +" to the query, while
   in oneiric it doesn't add that.
