[Bug 1028981] [NEW] ceph should Recommend xfsprogs

Public bug reported:

As the Recommends on btrfs has been removed from ceph (due to stability
questions over btrfs) we should probably add a Recommends on xfsprogs
and XFS is currently the recommended underlying filesystem for ceph.
