I can confirm that this bug is still present in 12.04 (new install, not
an upgrade).

The workaround is to add the following to the end of /etc/ntp.conf and restart ntp:
# Prevent it flooding syslog with error messages:
interface ignore ipv6

(assuming that you're on an IPv4 network)
