[Bug 968722] [NEW] /usr/sbin missing some wrappers for plugins/env

The following are provided in /usr/lib/rabbitmq/bin:
rabbitmqctl  rabbitmq-env  rabbitmq-plugins  rabbitmq-server

However, in /usr/sbin, only these are present:
rabbitmqctl  rabbitmq-server

I believe the rabbitmq-plugins wrapper used to be placed in /usr/sbin in
previous releases.
