[Bug 1076489] [NEW] Cannot be uninstalled without installing Apache2

Public bug reported:

I need to remove all HTTP related stuff.
Among these I've found the package php5-cgi.
If I ask to purge it, I am asked to install apache2. And the other way around as well.
It should be possible to purge php5-cgi without the need to install apache2.
