[Bug 1046946] [NEW] None in cfgmnts second field gets converted to string

Public bug reported:

This seems as a regression of bug 898365.

you can see this with:
#cloud-config
mounts:
 - [ ephemeral0, /opt , auto, "defaults,noexec" ]
 - [ swap, null ]
output: {all: '| tee -a /var/log/cloud-init-output.log'}

Saw this at [1].  basically None gets converted to a string and then
compared to None.
