[Bug 1047059] [NEW] Packaging Issues into Ubuntu 12.04

Public bug reported:

I'm using Folsom testing packages PPA [1]

1) /var/log/cinder has not good owner by default, so not possible to save the logs. We need to chown manually.
2) We need to create manually :
/usr/lib/python2.7/dist-packages/volumes
chown -R cinder:cinder /usr/lib/python2.7/dist-packages/volumes
