[Bug 1164147] [NEW] cloud-init should invoke 'dist-upgrade', not 'upgrade' for apt_upgrade

Public bug reported:

currently cloud-init invokes 'apt-get upgrade' if its told to upgrade
the system.

The place where this would most likely be seen is if you had:
 apt_upgrade: true

and there is a kernel upgrade, you'll not get the new kernel.

Thats both a plus and a minus as you wont get the new kernel installed,
but your reboot will boot the kernel that is known to boot.
