Perhaps I spoke too soon. I just noticed that you're using 13.10. Is
there a way that /etc/apache2/mods-available/php5_cgi.load got deleted
during upgrade, and the symlink in /etc/apache2/mods-
enabled/php5_cgi.load did not?
