Thanks for reporting this bug.

The vsftpd upstart job has

start on runlevel [2345] or net-device-up IFACE!=lo

Is your system perhaps running network-manager, and only bringing up a
network interface upon login?

Can you show the contents of your /etc/network/interfaces?
