Bug: SSH public key isn't created in vagrant cloud images

Reproduction:
- Download: http://cloud-images.ubuntu.com/vagrant/raring/current/raring-server-cloudimg-amd64-vagrant-disk1.box
- Start with vagrant or manual with VirtualBox
- Look into /etc/ssh

Environment:
- Ubuntu 13.04
- vagrant 1.0.3-1ubuntu3
- VirtualBox 4.2.10-dfsg-0ubuntu2.1
