[Bug 1262873] [NEW] vertical and horizontal splits broken

Public bug reported:

When I hit ctrl-a | or ctrl-a S, the screen does split as it should, but
the other window is dead space - there is no shell and i can't move to
it.  When I exit the shell in the original  shell, if there were other
screens open, the previous screen comes up, also split in half with dead
space on the right/bottom.  The dead space remains until I exit screen
altogether.
