[Bug 1132526] [NEW] invaild encoding with whois.ksia.or.kr

Public bug reported:

Whois Server for .kr and .xn--3e0b707e domains (whois.kisa.or.kr)
changed result's encoding EUC-KR to UTF-8.

but whois package still use EUC-KR with whois.kisa.or.kr

please change whois encoding EUC-KR to UTF-8 or change whois server to
oldwhois.kisa.or.kr
