The links aren't that useful because it's showing the post-facto state.
If you could deliberately unset LC_ALL and then install the packages
from scratch it would be closer to my own experience.

If it ends up installing ok for you, then there's some deep voodoo at
work here!  It's very repeatable on my quantal server installation.
