[Bug 1200318] [NEW] lxc-create does not clean up lock file on failure

Public bug reported:

When lxc-create fails (eg. due to bug 1166841), then it leaves
/run/lock/subsys/lxc-ubuntu lying around. A subsequent attempt to run
lxc-create again causes it to hang while it waits on this lockfile.
Workaround: remove the lockfile by hand.

Steps to reproduce:

1. sudo LANG=C lxc-create -n saucy -t ubuntu -- -r saucy -d
2. (fails)
3. sudo LANG=C lxc-create -n saucy -t ubuntu -- -r saucy -d
4. (hangs)

I've only tested Raring; I assume that the bug is still around since I
don't see any mention in Saucy's changelog.
