the solution here is to block jobs from running on 'apt-get install'.
the build process for cloud-images does this.

the way to prevent is to put something like this in /usr/sbin/policy-
rc.d (taken from VMBuilder/plugins/ubuntu/templates/nostart-policy-
rc.d.tmpl )

while true; do
    case "$1" in
        -*) shift ;;
        makedev) exit 0 ;;
        x11-common) exit 0 ;;
        *) exit 101 ;;
    esac
done


and make that executable.
