This was fixed upstream in:

Anyone affected on 12.10 can mute the syslog spam as follows (run the
commands as root):

$ echo ':syslogtag,contains,"irqbalance" ~' > /etc/rsyslog.d/10-irqbalance.conf
$ restart rsyslog
