[Bug 1159818] [NEW] Allow architecture armhf with template ubuntu-cloud when running on ARM

Currently it is not possible to use the template ubuntu-cloud with armhf
because i386 and amd64 are hard-coded. It is perfectly valid to use this
template with an armhf image if the host architecture is also ARM.
For example the following commands works successfully (after the modification of the template to accept armhf of course)
$ lxc-create -t ubuntu-cloud -n raring-test -- -d -T https://cloud-images.ubuntu.com/raring/current/raring-server-cloudimg-armhf-root.tar.gz -r raring -a armhf
Note: the URL of the tarball is specified on the command line because
ubuntu-cloudimg-query doesn't find an AMI for ARM even if the tarball
exists.
