[Bug 1175609] [NEW] squid3 daemon should not be autostarted

Public bug reported:

squid3 package is installed as a dependency by squid-deb-proxy, but it
not needed to be running.  So install procedure should use update-rc.d
remove if it detects squid3 not already on the system

If not possible an explicative message would be very appreciated at
install time
