[Bug 1180084] [NEW] nova-conductor should be in main

Public bug reported:

Due to nothing depending on nova-conductor (see bug 1168757 for why),
nova-conductor ended up in universe on raring. This comes from the nova
source and does not need a MIR review. Someone just needs to seed nova-
conductor to pull it into main.
