[Bug 1250365] [NEW] php5 should not install apache2

Public bug reported:

when installing drush, php5 pulled in all of apache2

this is wrong and means you can't easily have only php cli programs
which is a quite realistic scenario

php5 should not depend on libapache2-mod-php5 | libapache2-mod-
php5filter | php5-cgi | php5-fpm
