[Bug 1255171] [NEW] Init script is missing "status" verb

Public bug reported:

While trying to use SaltStack (http://www.saltstack.com/community/) for
configuration management I found that the init script is missing the
"status" verb. While not terribly useful, it is something that Salt uses
to detect whether the service is running or not.

I have attached a patch to the init script that provides this simple
function. While I'm using 12.04 LTS, it could be useful into other
versions/releases as well, IMO.

Version info: Ubuntu 12.04.3 LTS, Freeradius 2.1.10+dfsg-
3ubuntu0.12.04.1
