[Bug 1255414] [NEW] one step public key creation from existing private key

Public bug reported:

Typically, one would have private key when creating resources in cloud.
At times if one's environment is cleaned up, the public key uploaded in cloud could be lost,
leaving one with non-utilizable private key. 
It would be nice if there is a one step public key upload from existing private key cli/api support.
This way one would not have to keep inventories of private keys to work on different cloud environment.
