(6.3.18 is no longer in any release, but in saucy I get:

update-rc.d: warning:  stop runlevel arguments (none) do not match fetchmail Default-Stop values (0 1 6)
 * Not starting fetchmail daemon, disabled via /etc/default/fetchmail

   Importance: Undecided => Low
