[Bug 1245463] Re: Procps fails to upgrade with an error on start

Seems to actually be a problem with iscsitarget. There is a sysctl.d
file installed with an entry

net.ipv4.tcp_mem=1048576

this entry causes sysctl to error.

Commenting out the line allows procps to upgrade successfully.
