[Bug 1231578] [NEW] dnsmasq binds bootp on all interfaces preventing other DHCP servers from starting

Public bug reported:

dnsmasq when used by libvirt is preventing other DHCP servers to start
because it is binding bootp on all interfaces. This seems similar to the
fedora bug linked below.
