[Bug 1300940] [NEW] vtysh fails to compile in quagga 0.99.22.4

Public bug reported:

quagga version 0.99.22.4 on ubuntu 14.04beta2

apt-get source quagga
apt-get build-dep quagga
cd quagga-0.99.22.4/
./configure; make; sudo make install
<-- seems to compile successfully; but on closer examination, vtysh didn't successfully build and no vtysh binary is installed -->

However, the distributed binary deb package which contains a vtysh
binary.  Why doesn't source compile a vtysh binary?
