Please sync python-logutils 0.3.3-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/p/test-failures-fatal.patch: Make unit test failures fatal to build.
  * d/p/fix-dictconf-tests-on-python3.patch: Fix test failures with python3.
Both patches have been superseded by fixes landed upstream

python-logutils (0.3.3-2) unstable; urgency=medium

  * Fixed Vcs-Git URL.
  * Added debian/python-logutils-doc.doc-base.
  * Added patch to rename _levelNames into _levelToName
