[Bug 1329429] [NEW] local bootstrap fails

Public bug reported:

I attemped to follow the instructions at
http://askubuntu.com/questions/65359/how-do-i-configure-juju-for-local-
usage:

1. sudo apt get install juju-local
2. juju init
3. juju switch local
4. sudo juju bootstrap

This gives the following error:

al at al-desktop:~$ sudo juju bootstrap

Bootstrap failed, destroying environment
ERROR bootstrapping a local environment must not be done as root

I then tried to run it without root and I got the following stacktrack:
