[Bug 1198021] Re: /static apache2 alias should probably be /horizon/static

Unfortunately alot of the Horizon stylesheets assume that static content
is coming from /static.

I was hopeful that they honoured STATIC_URL in local settings, but it
turns out that is not the case.
