    * Azure: Reformat ephemeral disk if it got re-provisioned
      by the cloud on any reboot (LP: #1292648)
    * final_message: fix replacement of upper case keynames (LP: #1286164)
    * seed_random: do not capture output.  Correctly provide
      environment variable RANDOM_SEED_FILE to command.
    * CloudSigma: support base64 encoded user-data
