[Bug 1299972] [NEW] Default site config is ambiguous in PHP block (precise)

Public bug reported:
In the default sites-available configuration file, it is ambiguous which
line to use for PHP files in a proxy_pass.
It also uses an incorrect configuration line for the PHP files. It may
need modified to adapt for this so that php5-fpm+nginx setups work out
of the box on the default configurations for Precise.

I am marking this "Triaged" and "Low" because this is a low-priority bug
and because this was initially reported to me in comments on Ask Ubuntu

Fixing this is as simple as changing the configuration lines here so
they have different comments on which line to use.
