[Bug 1370049] [NEW] mongodb build disables scripting instead of using libmozjs

Public bug reported:

I'm unsure why disabling scripting was chosen in favor of using
SpiderMonkey (usesm). I can understand that maybe some architectures
have no java scripting engine, but the patch (0001-Add-option-to-
disable-javascript.patch) removes the option to use SpiderMonkey
altogether.

I think the patch in question needs to be rewritten so that some
architectures can usesm (e.g. powerpc) and others can disable scripting
altogether (arm64).
