[Bug 1371133] [NEW] prep / ppc64el boot broken. tries install to prep partition

Public bug reported:

on ppc64 systems, curtin will select the first device, put a prep
partition and a root partition and then try to install to the prep
partition (ie, 8MB of disk).

The result is out of disk space errors.
