[Bug 1443489] [NEW] installing openvpn blocks lightdm on network-online.target

Public bug reported:
Under current vivid, lightdm takes very long to appear as starting
lightdm is delayed until network-online.target. This is due to
/etc/init.d/openvpn having
# Required-Start: $network $remote_fs $syslog
# X-Start-Before: $x-display-manager gdm kdm xdm wdm ldm sdm nodm
which results in lightdm waiting for network-online.target. This is
totally unnecessary if you only have openvpn installed for dynamic VPNs,
i. e. no auto-start configs in /etc/openvpn/ that happen during boot.
This should be fixed by providing proper systemd units which only add
this dependency if there are some actual openvpn autostart configs.
