[Bug 1443599] [NEW] doInstall treats local file as snappy package but forget to check whether it is a dir

Public bug reported:

do `ubuntu-device-flash --oem blahpackage` and if you current dir has
one dir named blahpackage, this dir will be treated as a snappy to be
verified by debsig-verify, this leads to a fail.
