Drivers attempt to set irq affinity_hint but can get this wrong (especially on power) which can cause irqbalance to fill logs with the same non critical message, it would be best if irqbalance only warned once about this issue.

Upstream (https://github.com/Irqbalance/irqbalance) already includes the
fix for this problem
