Please can you explain how /etc/mysql/my.cnf.fallback came to be deleted
on your system? Is this something you did yourself, or if not, please
can you provide steps that reproduce the deletion of
/etc/mysql/my.cnf.fallback by packaging?

Once you've replied, please change the status of this bug back to New.
