Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I cannot reproduce this. Running "sudo apt-get install lamp-server^"
works for me inside a fresh Trusty LXC instance. Based on your
DpkgHistoryLog.txt it looks like you had apache2 installed previously.
Could a previous misconfiguration be causing this issue on your system?

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
