[Bug 1467272] [NEW] python-neutronclient 2.4 is required for kilo, but not packaged

Public bug reported:

According to https://launchpad.net/python-neutronclient/kilo/2.4.0 the
2.4 series is required for kilo, but 2.3.11 is the latest packaged
version at https://launchpad.net/ubuntu/+source/python-neutronclient.

This means several kilo features are not accessible from neutronclient:

- subnet pool
- vlan transparency
- neutronclient extensions

among others.
