Thank you for using Ubuntu and reporting a bug.

/var/lib/ntp.drift is not an Ubuntu default for the drift file. Eg, on a
14.04 and 16.04 system:

$ grep drift /etc/ntp.conf 
driftfile /var/lib/ntp/ntp.drift

Since this is a site-specific setting, you have the choice of either
adjusting /etc/ntp.conf or the apparmor profile. As such, marking as
"Won't Fix".

Please feel free to report any other bugs in the future.
