Hi All

We had the same issue, but in our end it was misconfiguration of the key.
Make sure that the key you see in trace log is indeed the key you have in /etc/ceph/ceph.client.cinder.keying, if not try to fix in /etc/libvirt/secrets/<your uuid>, and reload with virsh secret define.
If it configured OK, make sure that it also configured on ceph cluster (ceph auth list).
