Thanks for filing this bug in Ubuntu.

The server is failing to start because a configuration directory is missing:
mysqld: Can't read dir of '/etc/mysql/conf.d/' (Errcode: 2 - No such file or directory)


Could you please show the output of these commands:
sudo ls -la /etc/mysql /etc/mysql/conf.d /etc/mysql/mysql.conf.d
