Ah, looks like a different behaviour between testparm and samba-tool
testparm:

root at xenial-samba-include:~# testparm -s &>/dev/null; echo $?
0
root at xenial-samba-include:~# samba-tool testparm; echo $?
ERROR: Unable to load default file
255
