[Bug 1776259] [NEW] Make fips-updates available for xenial

Public bug reported:
The fips-updates feature that is available in ubuntu-advantage-tools
version 17 should be made available to xenial users. Currently fips as a
whole is only available in xenial, so it makes sense to bring fips-
updates back to it as well.
It was introduced in bionic via bug #1759280, in preparation for this
SRU to xenial.
