The version of quagga in bionic is 1.2.4-1, which is the same as in Debian. Looks like Debian later on reverted the sysv script removal:
quagga (1.2.4-2) unstable; urgency=low

  * Correct previous changelog entry for CVE numbers
  * Re-enable building of watchquagga
  * Re-instate sysvinit scripts (Closes: #849011, #865874)
