[Bug 1815595] [NEW] tomcat8 is in extra seed because of *-examples

Public bug reported:

While removing authbind from the server-ship seed [1], we came across an
unexpected (to us) dependency chain:

http://people.canonical.com/~ubuntu-archive/germinate-
output/ubuntu.disco/rdepends/tomcat8/tomcat8-examples

tomcat8-examples
* Extra seed

shows that tomcat8 is in the extra seeds via tomcat8-examples, because
of this in the "supported" file[2]:

supported: * Extra-Include: *-dbg *-debug *-dev *-doc *-docs gir1.2-*
*-examples

We are not sure if this should be the case, so this bug is to discuss
whether we should add an Extra-Exclude line for tomcat8-examples to the
same file.
