ServerLand sounds like it's more about creation of a new multi-server
administration interface. This spec idea seems more about integration
of systems into a cohesive authentication domain through configuration
of currently-existing packages.
It seems to me that this spec idea would be almost a prerequisite for
ServerLand, and thus pretty closely related.
of course, serverland could also be done with ssh keys alone and no
integration of packages/domain.
