So I would see this periodically locally -- I haven't determined why
exactly it happens (downloads failing), but my solution for now has been
to pass --no-clean (or use -d) and then just restart the import. It has
worked every time I've run into it so far.

Per IRC, Robie will also file a bug to add retries and other safety
checks around this possibility.
