This seems to be a non Ubuntu-specific upstream MySQL 8.0.27 that we 
introduced in with the following security updates:

mysql-server-8.0 | 8.0.27-0ubuntu0.20.04.1
mysql-server-8.0 | 8.0.27-0ubuntu0.21.04.1
mysql-server-8.0 | 8.0.27-0ubuntu0.21.10.1

I tagged the bug regression-update, subscribed ubuntu-server and 
ubuntu-security, and added an upstream bug watch. The upstream bug 
status is "Analyzing".

It's not "Triaged" because I have no idea of the root cause for it, nor 
of what a fix/workaround will look like.
